ENPOWER Final Publishable Report
The Horizon Europe project ENPOWER has officially published its Final Publishable Report, marking the culmination of three years of research, technological deployment, and grassroots energy innovation.
The publication synthesises the project’s integrated framework, which merges Social Sciences and Humanities (SSH) methodologies, interoperable digital tools, innovative business models, and policy recommendations to place citizens and communities at the core of Europe's clean energy transition.
Demonstrating Measurable Impact Across Europe
Validated across diverse regulatory, market, and geographic settings, spanning four Front Runner pilots (Austria, Portugal, Greece, Ireland) and two Early Adopter sites (Hungary, Spain)-the ENPOWER approach demonstrated real-world feasibility and delivered measurable community benefits:
- 11 energy communities created or upgraded with active members.
- 2,147 energy citizens engaged and 1,418 actively activated in community energy schemes.
- 72% of participating vulnerable households gained access to more affordable electricity.
- 31.2% of electricity supplied locally within Renewable and Citizen Energy Communities (RECs/CECs).
- Up to 27% carbon emission reductions achieved across demonstration environments.

- Policy Recommendations & Replication Assets: Concrete regulatory priorities to streamline DSO data access, clarify local flexibility markets, simplify grid connections, and integrate communities into system planning—alongside legacy tools such as the ENPOWER Leadership Programme, Playbook, and Replication Roadmap.
